Confusing picture.  Not sure what all the posts are for; or if they are sticking out of water.  But Wout Zwart, a leading Dutch puzzle collector identifies scene as definitely New York. The figure piece of the Statue of Liberty "confirms" NYC.  No original box.  But I am confident puzzle was cut by Wentworth Puzzle Co. in England (with a laser) as I have been to their plant and studied their process.
