Dimensions of puzzle are close to the dimensions Linda Hannas in her authoritative book, The English Jigsaw Puzzle: 1760 to 1890, lists for an England and Wales map puzzle dated 1805 but Edward Wallis did not take over the Wallis family firm until the death of his father, John, in 1818, so puzzle was probably made in the 1820s.  Solid wood, cut along the color lines of the English counties.  Replacement of the 2 missing pieces really cannot be done without a copy of the same map.
